AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democracy just over a week before the country’s general election.
Study Shows Repeated Partiality in Chatbot Recommendations
The quartet of AI assistants tested by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the regulator explained in a report published ahead of the 29 October election.
In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these political entities, the study pointed out.
Official Warns Against Using AI Chatbots for Voting Guidance
The vice-chair of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she added.
“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”
Election Context and Political Landscape
Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed across the continent for the performance of the PVV.
The far-right party of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.
All major parties have rejected a coalition with the PVV, implying the runner-up party is highly probable to provide the next prime minister.
Unintentional Bias Linked to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
